Dual Eligibility & Pre-May 1997 Payment Rules
How payment dates work for beneficiaries receiving both SSI and Social Security, or claims filed before May 1997.
Last updated: 2026 Payment Calendar Year
Key Rules for Dual & Pre-1997 Claims
- Pre-May 1997 Claims: Always paid on the 3rd of the month (or preceding business day if the 3rd is on a weekend/holiday).
- Concurrent / Dual Beneficiaries (SSI + SSDI or Retirement): SSI arrives on the 1st, and Social Security arrives on the 3rd.
- Birthday Wednesday rule does NOT apply to pre-1997 claims or dual-benefit recipients.
Who is Paid on the 3rd of the Month?
The Social Security Administration reserves the 3rd day of each calendar month for specific groups of beneficiaries:
- Beneficiaries who filed before May 1, 1997: Anyone who began receiving Social Security retirement, spousal, disability, or survivor benefits prior to May 1997 remains grandfathered into the legacy 3rd-of-the-month schedule.
- Concurrent Beneficiaries (Dual Eligible): Anyone receiving both Social Security (Title II) and Supplemental Security Income (Title XVI) receives their Social Security on the 3rd (and their SSI on the 1st).
- Individuals Living Abroad: Beneficiaries residing outside the United States who receive direct US Treasury disbursements.
- State-Subsidized Medicare Beneficiaries: Individuals whose Medicare Part B premiums are paid directly by their home state under a Medicare Savings Program.
How Weekend & Holiday Adjustments Apply to the 3rd
Just like the SSI 1st-of-the-month rule, if the 3rd of the month falls on a Saturday, Sunday, or Federal Banking Holiday, your payment is issued on the closest preceding business day:
- If the 3rd is a Saturday, deposit is made on Friday the 2nd.
- If the 3rd is a Sunday, deposit is made on Friday the 1st.
- If the 3rd is a Monday holiday (e.g., Labor Day in September), deposit is made on Friday the 31st/1st.
